CAMBODIA WORK PERMIT · MINISTRY OF LABOUR

Work Legally in Cambodia. Here's How.

Cambodia's work permit system has three moving parts — the EB business visa, the work permit, and the employment card — all required for legal employment. Get one out of sequence and it delays the others. We coordinate all three in parallel.

Eligibility at a glance

Required for
All foreign nationals employed by a Cambodian employer or entity
Issued by
Ministry of Labour and Vocational Training (MLVT), via the Foreign Workers Centralized Management System (FWCMS)
Paired with
EB business category visa and an Employment Card, both required alongside it
Duration
1 year, renewable annually
Cost
Approximately USD 100–200/year depending on category — a secondary-source range, not checked against the primary MLVT text; we confirm current fees before you budget
Annual deadline
Cambodia has historically run a fixed annual application window (around March) — we confirm the current year's date rather than assume it's unchanged

Every foreign national employed in Cambodia, regardless of nationality, role or seniority, must hold a valid work permit issued by the Ministry of Labour and Vocational Training, filed through the Foreign Workers Centralized Management System. This includes employees of Cambodian companies, executives and directors actively working in a Cambodia-registered business, staff placed by international companies into Cambodia-based roles, and NGO or international organisation staff under local contracts.

You generally don't need one if you're a visitor whose income originates entirely outside Cambodia, a passive investor without active in-country management, or a consultant whose work happens outside Cambodia with only incidental presence here. If you're unsure which side of that line you're on, a brief conversation with us gives you a clear answer and protects you from inadvertent non-compliance.

The work permit can't be issued without the right visa category first — you need an EB business category visa, not the ordinary category, before applying. We set both up in the correct order, simultaneously where possible. Alongside the work permit you'll also need an Employment Card, filed at the same time or immediately after — both come from the MLVT and both need annual renewal.

Cambodia has historically operated an annual application deadline for foreign work permits, commonly cited around the end of March. Deadlines like this can shift year to year, so we confirm the current date rather than assume last year's applies — missing it isn't just an inconvenience, since non-compliance can carry real fines against the hiring employer.

Coordinating the EB visa (handled by the General Department of Immigration) against the work permit and employment card (both handled by the MLVT) is where most delays actually happen — two separate government bodies, two separate sets of paperwork. We handle both and keep your status clean across each.

How it works, step by step

  1. Free consultation

We assess your employment situation and confirm the three-document pathway applies to you.

  2. EB business category visa

If you don't already hold one, we convert your visa status at the General Department of Immigration.

  3. Employer and personal documents assembled

We tell your HR team exactly what to prepare and in what format, and pre-check your own documents before submission.

  4. Work permit and Employment Card filed

Filed with the MLVT through FWCMS, together where possible, to align approval timelines.

  5. Annual renewal coordinated

We initiate renewal for the work permit, employment card, and EB visa extension 45 days before your annual anniversary, so nothing lapses.

Frequently asked questions

Is a work permit required in Cambodia?

Yes — all foreign nationals employed in Cambodia must hold a valid work permit from the MLVT. Working without one is a violation of Cambodian labour law.

How much does a Cambodia work permit cost?

Roughly USD 100–200 per year depending on category, paid to the Ministry of Labour separately from our service fee and the EB business visa cost. That range comes from secondary compliance guides rather than the primary MLVT text, so we confirm the current fee before you commit to anything.

Can I start work before my permit is issued?

No — the permit must be in place before employment begins. Starting early creates a compliance risk for both you and your employer. We time the application so it's ready on or before your start date.

What's the Employment Card and is it different from the work permit?

Yes, they're separate documents, both required. The work permit is your authorisation to work; the Employment Card is an identity document for employed foreign nationals. Both are issued by the MLVT and renewed annually — we handle both together.

Do I need a work permit if I'm the director of my own Cambodian company?

If you're actively working in Cambodia through a Cambodian-registered entity, including as its director, you generally need a work permit regardless of ownership stake. Passive investors without active involvement may be different — we assess your specific structure.

What happens if my work permit lapses?

A lapse creates a gap in your legal employment status and can affect your EB visa and Employment Card renewal, with fines possible against the employer. We track all renewal dates and initiate the process 45 days ahead — a lapse shouldn't happen when we're managing your file.

Is the EB business visa the same as the work permit?

No — separate documents. The EB business visa (Immigration) is your right to be in Cambodia for business purposes; the work permit (MLVT) is your authorisation to be employed. Both are required, and both renew annually.
